Salisbury Township Zoning Hearing Board appointment approved

An appointee to the Salisbury Township Zoning Hearing Board has been approved.

The Salisbury Township Board of Commissioners voted 4-0, with one commissioner absent at the May 22 meeting, to appoint Mark Waverka to the township zoning hearing board.

Waverka is from the 1st Ward. He succeeds Ronald Evans, the previous 1st Ward representative whose term was to expire Jan. 1, 2026. Evans, a longtime zoning board member, died April 10.

Commissioner Heather Lipkin made the motion, seconded by Commissioner Alok Patnaik, to bring the motion for the appointment to a vote.

Lipkin, who represents Ward 1, said before the vote: “We did have five qualified applicants. Three were not in Ward One.”

The Salisbury Township Zoning Hearing Board includes: Chairman Attorney Kent Herman, 5th Ward, whose term expires Jan. 1, 2029; Vice Chairman Attorney Ian Baxter, 5th Ward, whose term expires Jan. 1, 2028; Joseph Kovach, 2nd Ward, whose term expires Jan. 1, 2027; Nicholas Birosik, 3rd Ward, whose term was to expire Jan. 1 (according to the township website) and alternates Allison Leayman, 4th Ward, whose term expires Jan. 1. 2027 and Jessica Dunlap Yazujian, 4th Ward, whose term expires Jan. 1, 2027.

The Salisbury Township Zoning Hearing Board is next scheduled to meet, 7 p.m. June 11 in the meeting room of the municipal building, 2900 S. Pike Ave.

In other business at the May 22 meeting, commissioners voted 4-0 to approve:

• Resolution to approve the sewer planning module for 2844 S. Pike Ave.

Commissioner Alex Karol made the motion, seconded by Lipkin, to bring the resolution to a vote.

Before the vote, Stan G. Wojciechowski, department head, Municipal Engineering Services, Barry Isett & Associates, Inc., the consulting engineering firm for the township, said, “This is for City Line [Construction] for the addition they put on. We reviewed all of the particulars and it’s ready to be processed.”

• Motion to approve Payment No. 3 of $23,039.96 to Wexcon, Inc. for the Louise Lane Waterline and authorize entering into the maintenance period for 12 months.

Karol made the motion, seconded by Patnaik, to bring the motion to a vote.

Before the vote, Wojciechowski said, “We certified the work that was done. They have to seed some of the grass.”

Concerning the maintenance bond, Wojciechowski said, “They have not provided it.”

Said Attorney Jason A. Ulrich, partner, Gross McGinley, LLP, township solicitor firm, before the vote, “The vote is on the condition that we receive the bond.”

• Motion to accept the time extension of the review period for the St. Thomas More land development plan.

Lipkin made the motion, seconded by Karol, to bring the motion to a vote.

Before the vote, Ulrich said, “They will be submitting and addressing zoning problems, before [going before the] planning [commission].”

During the reports to commissioners portion of the meeting, Salisbury Township Manager Cathy Gorman said the township has received a grant of approximately $64,722 for the Eastern Salisbury Fire Company parking lot paving, which is not enough for the entire project.

Salisbury Township Director, Public Works Department, Jim Levernier, said he would look into having public works assist with the project.

In the workshop following the meeting, topics of discussion were:

• Rescinded Policy - Street plowing and cindering policy update

• Ordinance 407.1 - Special purpose parking zones

• Update of Stormwater management ordinance

• Planning module application requirements and approvals

The Salisbury Township Board of Commissioners is next scheduled to meet 7 p.m. June 11.

The Salisbury Township Planning Commission is next scheduled to meet 7 p.m. May 28.
