Moore to use feasibility study for building options

At the May 6 Moore Township Board of Supervisors meeting, township Manager Stephen Nowroski said the plan to replace or renovate the township municipal building needs a feasibility study to begin moving forward.

After the meeting, Nowroski said he planned to have a conversation with the Klecknersville Rangers Volunteer Fire Department to discuss the possibility of moving the municipal services to the fire department property.

The supervisors previously discussed a renovation or replacement of the municipal building, to be competed in about two years. The plan is to raise the funds using grants and low-interest loans to pay for the major project.

The three options, provided by a developer at a previous meeting, are to demolish the current building and construct a new building, to renovate the current building with an additional wing or take on a smaller renovation of the current building and an addition. Costs for the three options range from about $12.7 million to $8.8 million.

The fire department property adds a fourth option for supervisors to consider regarding rebuilding or renovating.

Nowroski is already investigating grant opportunities to fund whichever project the supervisors will decide to pursue. The renovation or rebuild of a new municipal building will take about two years to complete.

An outline and information about the feasibility study is available from the township office. It was emphasized the multipage feasibility study might change as the decision process develops.

In his township police report, Chief Gary West reported there were 281 total incidents and five warning/verbal notices were served in April. There were 39 traffic citations issued, and there was one nontraffic citation served for harassment.

For the month of April, there were four arrests — one DUI with a controlled substance, one simple assault, one warrant served and one trespassing. There were two reportable accidents and one nonreportable accident.

April cash and check receipts from police and accident reports were $150. A solicitation permit was issued for $25, totaling $175 for the month of April.

Jason Harhart provided his April 2025 fire department and ambulance calls. There were 75 ambulance calls that included 13 sign-off/refusals for the ambulance service upon the ambulance arrival.

Harhart reported 70 fire calls that included one fire, seven ambulance assists, one motor vehicle accident, 32 controlled burns and 12 mutual aid requests, involving assistance to Bath, Northampton and Nazareth boroughs and Lehigh and Bushkill townships.

Resolution 2025-11 was approved to address towing company providers in the township. The township plans to have only Moore Township-based towing companies contacted by Moore Township Police Department before contacting any out-of-the-township towing companies.

Supervisors approved resolution 2025-12 that addresses the emergency management coordinator and the fire chief inspection fees. The resolution allows for the emergency management coordinator and fire chief to be compensated for their efforts from the land development fund escrow account.

The recreation committee report noted the Playground in the Park program is scheduled for June 13-Aug. 8. Information about joining the camp is found on mooretownship.org or by calling the township office.

The township received a correspondence from a resident asking for assistance with his neighbor across his street who reportedly target-shoots a gun in his backyard. The matter was turned over to township Solicitor David Backenstoe to pursue.
