‘He was responsive to the township needs’

East Allen supervisors honor board member, former treasurer Kostecky

At the April 24 East Allen Township Board of Supervisors meeting, the supervisors took time to eulogize a late member of the board, Frank E. Kostecky, who died April 17. Township Manager Brent Green read a proclamation from the board, posthumously honoring Kostecky.

Kostecky was a former treasurer of East Allen Township from 2013 to 2017, and he was appointed to the board of supervisors in June 2024. He served both roles with fidelity. He spent decades working as an assistant supervisor for the Pennsylvania Liquor Control Board in its bureau of enforcement and licensing. He was a sports enthusiast all his life.

“It was a pleasure to work with Frank,” Green said. “He was responsive to the township needs. He will be deeply missed by all township staff.”

Board Chair Roger Unangst said he knew Kostecky for 42 years, played softball with him and had some fun after games with social activities.

“Frank was always happy, smiling,” Unangst reported. “We lost a good guy.”

The proclamation honoring Kostecky noted that June 18, 2025, was proclaimed Frank Kostecky Day in East Allen Township.

The supervisors agreed on a plan to fill the vacancy on the board due to Kostecky’s death. The plan is to advertise for applicants for the open seat as soon as possible and interview applicants May 7. The new supervisor is expected to be named at the May 8 public meeting.

In other business, a resident asked about the status of the open space plan. It was reported the plan is near completion and is in the finalization stage.

The resident also asked about the numerous projects at the parks. Green explained bids are needed for materials, which range from $100,000 to $250,000. The electric at the pavilions needs upgrading, which adds to the cost. Bidding plans are finalized, but bids are needed.

Green noted estimating material costs is a challenge.

The discussion shifted to the Jacksonville basketball court and the progress of the court upgrade. The complexities of upgrading the basketball court were discussed. Unangst closed the discussion by saying they will “keep things moving forward” on the park projects.
