New administrative assistant hired

The Lower Milford Board of Supervisors met May 18 with several additions to the agenda at the start of the meeting. Resolution 2023-8 and a determination of discipline were added to new business.

There were no public comments. The last meeting minutes were approved. The treasurer’s report showed the general fund at $1,579,587.

The May 2023 bills, administrator report, zoning report and public works report were approved without discussion. The public works report highlighted maintenance to township signs and patchwork on various roads.

The Macungie Ambulance Corps report showed there were four calls to the township for the month of April.

There were four items in old business.

First, approval was given for Lower Milford Township Fire Company No. 1 to purchase a 2022 Ford-F550 Brush Truck. The truck cost was raised by $6,404 from the original price of $339,062. It has raised to $345,466.

No action was provided for a well isolation waiver request agreement for Edward F. Kaba.

At the April 20 meeting, Township Solicitor Mark Cappuccio was authorized “to prepare an agreement for the well isolation waiver for 1680 Limeport Pike, with the condition that the agreement is done to the satisfaction of the township solicitor and SEO [sewage enforcement officer].”

The township requires a UV system be installed before the waiver is accepted. Kaba was in attendance and said he could not find that the UV system was required. However, since the well is not 100 feet from the septic system, he needs permission from the township and the township engineer is requiring he put the UV system in. It was recommended he contact Cowan Associates to find more information.

Additionally, it was announced Elizabeth Lembach was hired for the administrative assistant position.

The last item was a Maplewood Subdivision Escrow Security Review by Cowan Associates, Inc. The project was reviewed and an updated escrow needed to be approved.

There were two phases that amount to over $1 million of work. The roads in that area need to be improved and the money is for the improvements. They are awaiting the developer to do the needed roadwork.

There was concern from the homeowners association president the developer will not complete the work, as work had not been done for the past seven years. The board stated there are federal requirements holding up this project, but action is being taken to move the project along.

The meeting then moved to new business.

A letter of resignation from Roger Hall was received and approved. He held a position on the zoning hearing board. That position is now open and will be advertised.

An over-the-cap payment request for the preservation of Basciano/Heft Farm was received. It’s a seven-acre field off Emmaus Road. The township contributes $100 per acre. The total amount is $762. This was approved.

There were then two appeals announced for special exception for roof mounted solar. The zoning hearing board will handle this and no action was taken.

Resolution 2023-8 was an update to the workers’ compensation plan for members of the Lower Milford Fire Company. It reinforces the township firefighters and volunteers will have coverage.

The last item was a motion to terminate a public works employee. This was approved. The employee has a right to appeal the decision.

A comment was made by a resident about an area of Pennsylvania Department of Transportation property along Hoffman Lane. The area is unkept and the resident requested the area be trimmed back due to concerns of unsafe conditions on the adjacent road. The board said they will have this addressed.

The meeting was then adjourned. The next Lower Milford Township Board of Supervisors meeting will take place 6:30 p.m. June 16.
