Dries; Langan subdivisions discussed

The Upper Milford Township Supervisors met March 17.

The Pledge of Allegiance commenced before public input was welcomed.

Reid Siminski spoke about a proposed Eagle Scout project during public input.

He presented a project of bat houses, birdhouses, insect shelters and the removal of invasive plants at Churchview Park. Memorial Day weekend marks the beginning of the intended initiative. An approving motion was passed.

Maryellen Kanarr and Anne Zayaitz followed on behalf of the Emmaus Public Library. They provided information on the upcoming used book sale at the Lower Macungie Middle School April 22 and 23. A second annual “Mini Golf Tee Time at the Library” event was also mentioned. The event is scheduled April 29 and 30. The Emmaus Arts Commission also donated a small futuristic garden now installed in the children’s wing of the library.

A summer reading club and outdoor party were also next on the list of upcoming events.

Phil Casey took note of the resources the library had and pondered the possibility of township funding, as a result, being reduced.

Approval of the March 3 meeting minutes was completed.

Approval of the payment of bills including the general fund and the streetlight fund was subsequently completed.

A resolution for the Stormwater Best Management Practices Operation and Maintenance Agreement, 5430 Chestnut St., was motioned and passed.

The discussion next shifted to the ARPA compiled grant program; from the last time the grant program was discussed, information was consolidated with information provided by the Greater Lehigh Valley Chamber of Commerce.

After edits by the solicitor and other involved individuals, the grant program was reintroduced to the board for approval. A couple of questions about costs, mailers, audits and reporting requirements arose and were promptly settled. It was reiterated the passing of the motion was recommended and it was.

The critical nature of the mailers prompted a motion they would be printed through EBC Printing and paid for through ARPA funding. The motion was seconded and passed.

The first new business planning commission motion revolved around waiver requests and subdivision approval for the Langan subdivision, detailed in a letter by Brian Miller. He recommended the board of supervisors grant the waivers requested from Brian Boyer of Boyer Engineering LLC.

The recommendation detailed the waivers requested should be approved on the basis that the township engineer’s latest review letter is followed, as well as any fees that may arise along the way. A motion to do so was seconded and passed.

The planning commission discussed the Dale & Lucy Dries Subdivision Plan at the Jan. 31 meeting. According to the attached waiver request letter from Ed Schlaner of the Martin H. Schuler Company, the planning commission recommends supervisors grant the applicant’s requested waivers.

The applicant has also requested a Deferral of Township Ordinance 129, as evidenced by Ed Schlaner’s letter.

Because of the project’s size, the township agreed to approve the deferral if the applicant met certain code conditions. Instead of providing recreation space inside the subdivision, the applicant has requested the board of supervisors accept the necessary fee instead of recreation property. Three corresponding motions were seconded and passed.

Daniel Mohr mentioned that for Homecoming in August, the Vera Cruz Community Association is seeking a stage to rent, with all their main options being booked. An egg hunt was scheduled April 16.

Casey raised concerns about traffic on Main Road and Acorn Drive, having been amplified by a nearby bridge’s closure. He suggested a speed sign be placed along Main Road, offering his property as a potential spot, to ensure fewer tractor trailers speed around the turn.
