Preliminary budget shows no tax increase

During the Oct. 21 meeting of the Upper Milford Supervisors, a draft of a balanced budget with no increase in taxes was submitted to the supervisors for review. Further inquiries about the budget will be discussed by the supervisors at subsequent meetings. The budget is due to be passed by December.

In other news, the supervisors approved the appointment of Anthony Koneski Jr. to serve on the Joint Board of Appeals which has been without a representative member from Upper Milford for an extended period of time. Koneski has over 50 years of experience as a general contractor.

The recreation committee submitted a proposal for the installation of the Arrowhead Park Playground. The playground will include a playset for ages 2 to 5 and a separate playset for ages 6 to 12. A swing set will also be included on site.

The park is being funded by Kay Builders as part of an agreement to dedicate the 2 ½ acre park when the Fields at Jasper Ridge were built. The township assumes responsibility to maintain the park after it is constructed.

Supervisor John Zgura questioned whether the park was handicap accessible. Secretary/Treasurer Jessi O’Donald assured the board it meets handicap accessibility standards. The motion to approve was passed.

Supervisors also approved requests for a preconstruction agreement for the Annex at the Fields at Indian Creek as well as a stormwater operations and management agreement for a property located at 7002 Saint Peters Road.

Also of note, there was an executive session conducted Oct. 15 for employee reviews.

During the public input portion of the meeting, Solicitor Marc Fisher further clarified the question posed during the Oct. 7 meeting concerning changes to the Sunshine Law as they pertain to executive sessions.

Amendments to the Sunshine Act 65, state an agenda detailing issues that may be deliberated must be published 24 hours in advance of the public meeting. There are exceptions for emergencies that may arise or items that do not involve expenditures or entering into contracts.

These changes, however, do not apply to executive sessions. The Office of Open Records merely gives guidance about the specificity of executive sessions.

Also, during this portion of the meeting, Jim Krippe questioned how Cares Act monies were utilized. The board responded money was allocated to the Zionsville Food Pantry to upgrade the refrigeration units, PPE, computers and IT upgrades.

On Oct. 17, Fire/EMS Community Day was held in the township. Supervisors remarked the event was well attended and the fire company and EMS did a great job. The event featured a fire safety trailer/simulator, a visit from Smokey Bear and a helicopter landing which residents really enjoyed.

The Vera Cruz Halloween Parade was held Oct. 13. Supervisor Joyce Moore said the weather was perfect and there was a great turn out. Many participated in the parade including fire trucks, the Allentown Hobo Band as well as the Emmaus High School Band.

Moore reported the pastor of the UCC Church has expressed a community need for personal care items especially laundry detergent. Collections have been conducted in the past and residents have been very responsive. O’Donald offered to make this need public and organize an event to drop items off at the township office.
