Allen Township gets wetlands mitigation easement

At the regular meeting Feb. 25, Allen Township Board of Supervisors Chairman Dale Hassler introduced a wetlands mitigation easement for the Northampton Business Center. The new project is better known as the Jaindl-Watson development, off Seemsville Road.

The easement guarantees the wetlands will not be disturbed during the project and also lays out conditions for the conservation easement granted to the township. The easement is necessary for the developer to get his Army Corps of Engineers permit.

Supervisor Gary Behler verified the easement required no ongoing maintenance from the township. The measure was approved unanimously.

Supervisors agreed to allow Allen Township Volunteer Fire Company to conduct nonfirefighting activities as fundraisers. The insurance burden would be shared by the township.

Behler wanted assurances the funds raised would be used primarily for firefighting equipment. Supervisor Gerald Montanari Sr. wanted to see an audit of funds. Audits could be expensive, although the cost was not discussed.

The compromise resolution was to let the planned fundraisers in March and April proceed as planned but conduct the audit later in the spring.

After some discussion, supervisors agreed to transfer one equivalent unit of sewer capacity from Stone Ridge Meadows to Towpath Estates. John Livengood owns both developments. He wanted to sell a home in Towpath that has been a rental.

According to Livengood, Stone Ridge will require 150 equivalent units to meet its sewer capacity needs. The capacity is not available at present.

The developments have reportedly caused anxiety with the township and owners. Hassler asked for other improvements that have been on delay.

“We need to get the streets with their final paving layer,” he said.

Township Engineer Stan Wojciechowski said a prepaving inspection was made and the results would be tabulated.

The allocation was moved to Towpath Estates, but Hassler voted no. He wants to see more improvements at Stone Ridge.

At Hassler’s urging, supervisors gave the go-ahead to begin demolition of the stone building owned by the township on 27th Street.
