Hanover votes to limit truck traffic
At its regular meeting March 4, Hanover Township Council held a public hearing on a measure to reduce turns by trucks with trailers at the intersection of Lloyd and Irving streets. Council approved the measure, and there was much discussion.
As pointed out by township Manager Melissa Wehr, trucks that come down Lloyd Street would need to travel down to the cul-de-sac at the end of the road, where making a turn will be difficult. The frustration from residents is that trucks, other than local delivery vehicles, are not permitted on Lloyd Street.
Under previous restrictions, trucks with trailers are not permitted on Lloyd Street. The sign indicating the restriction is situated in such a way that a truck is already committed to making the turn before the driver sees the sign. Most of the trucks on Lloyd Street are not familiar with the area, which compounds the situation.
The problem was addressed with Pennsylvania Department of Transportation with a suggestion a sign be put on the pole arm on Airport Road. PennDOT refused. Solicitor Jackson Eaton is appealing the decision.
It is believed relocating the truck restriction sign is the best way to combat the problem with trucks traveling on Irving Street, where there is limited ability to turn around.
Council had an option to table the hearing and wait for a resolution on placing a sign on the mast arm on Airport Road. Council elected to proceed with the restriction and await the response from PennDOT.
In other action, Wehr reported the township received $59,000 in liquid fuels money. These funds are used for road repairs and are part of gasoline taxes paid.
Han-Le-Co Volunteer Fire Department received an Emergency Services Grant for $11,000. State Sen. Lisa Boscola, D-18th, was instrumental in getting the grant awarded.
Wehr instituted a policy saying temporary signs require a permit. Council waived sign permit fees for Han-Le-Co’s Easter egg hunt.
The township is taking action against a joy-rider who ran amok in the Allendale Apartments swale. The vehicle tore a protective geotech liner that needs to be repaired.
