Morningstar Financial Services and city zoners have been on a carousel regarding a financial services office at 2 W. Market St. for more than a year, and it was up for discussion once again Sept. 11.
It was another slog, as planners and attorneys spent more than two hours arguing about procedure and whether to accept testimony from previous meeting minutes.
After more back-and-forth and private conferring, directors decided not to allow the minutes and to table all motions for subpoenas until they heard testimony from City Planning Director Darlene Heller.
It was well past 8 p.m, when the first witness, Mary Rose Wilson of Wall Street, was called, but the meeting stalled yet again, this time because of small points of contention between personal witness’ perception of neighborhoods and their level of knowledge of the ordinances being discussed.
At this point, proceedings were paused while the exhibits for each of 17 witnesses were labeled, some containing multiple packets.
Several minutes into marking the exhibits, the witnesses were dismissed, as it was after 9 p.m., and they would not be called to speak. Once the exhibits were marked, the meeting was adjourned, to be continued Oct. 24.
