Seven candidates in race for magisterial district judge
EDWARD FOSTER
My knowledge and determination make me the best candidate. From starting a business, selling/investing in real estate and coaching sports, I am driven to work hard and help others. I have contributed my time and resources to local organizations.
I supported investors in court, introduced legislation and used the judicial branch to stand up for others and myself. I have been a victim of crime, a prosecutor of crime and assisted police in fighting crime.
At the end of every coaching season, I tell my players it has been an honor to serve. It would be an honor to serve Whitehall Township residents.
TODD P. HEFFELFINGER
I was certified in 2017 to perform the duties of magisterial district judge and completed the training program by passing that test on the first time taken!
I am best qualified because of 38 years of law enforcement experience as a Whitehall Township police officer and Lehigh County sheriff deputy and involvement in thousands of civil and criminal cases.
I was born and raised in Coplay and later moved to Whitehall Township and have a longtime involvement with Schadt Avenue Playground Association, Whitehall Football Booster Club, Jones-Quigg American Legion and Fullerton Fire Company No. 1.
I promise to make fair, neutral and unbiased decisions.
NATHAN D. KROMER
As a former councilman for Coplay, I have experience drafting ordinances that affect our community. As a former judge of elections, I have served in a genuine position of impartiality. A district judge must be versatile enough to handle the diversity of cases that go through district court.
I have a bachelor’s degree in finance and a master’s degree in community and economic development. I have also completed courses in constitutional law.
I will work to improve the efficiency of the court by establishing early evidence delivery guidelines and modernize the website of district court, making court procedures available online.

Community. Serving as magisterial district judge is about giving back to the community that I care so much about. Over the years and through a variety of roles, I have given back to our community and look forward to continuing that investment as our district judge.
I hold a master’s in public administration, along with political science and paralegal degrees, and have handled cases as a paralegal and property manager.
We deserve a fair and honest judge who is invested in our community and experienced in the processes of the courtroom. I am ready to serve as that judge.
RON SCHOLLER
I am the only candidate with six years of military service, two-plus decades of law enforcement experience and a completely neutral and unbiased position. I graduated first in my police academy class. Currently a law enforcement sergeant, I have successfully prosecuted more than 100 summary trials.
I earned a magisterial district judge certification score of 94. I am a member of Whitehall Lions, have built my life and raised my family in Whitehall for more than a decade.
That unique combination of military, law enforcement, academic experience and dedication to our community separates me from other candidates.
KENNETH P. STEPHENS JR.
As I approach the completion of my 30th year as a Whitehall Township police officer, my service and dedication to the community have not only been as a police officer, but also as a father and coach to several youth sports programs.
During my career, I have been a D.A.R.E. officer and a school resource officer. This allowed me to work directly with the children and families in the Whitehall-Coplay School District.
As a district judge, I plan to approach the position as I have as a police officer - “Always be fair and treat people with respect.”
