School district sells land to PennDOT

A PennDOT road improvement project of Route 100 between Tilghman Street and Industrial Drive will impact land at Fogelsville Elementary School.

Parkland Director of School Services David Keppel reported during the school board’s Dec. 18 meeting the road will be reconstructed and left turning lanes will be lengthened during the two-year project.

A 5-foot wide, 500-foot-long strip totaling .057 acres of school district property will be needed to improve drainage, Keppel said.

The parcel runs the length of the elementary school property.

School directors voted to approve PennDOT’s offer of $17,100 for purchase of the frontage.

Parkland Solicitor Steven Miller commented on the land sale.

“We feel it’s a fair price,” Miller said. “If we didn’t accept this, it would go to eminent domain.”

An appraiser for the district agreed the selling price offered is appropriate. Keppel discussed the Route 100 work at the school.

“This will not affect any school district activities or operations,” Keppel said. “The first two weeks of school will be a learning experience as people who use Route 100 will try to find secondary roads.

“PennDOT will work with us on arrival and dismissal times. The construction schedule is not out yet.”

In other business, the board approved purchase of a PowerSchool Registration Application from PowerSchool Group LLC with a first year cost of $26,217 and an annual fee of $22,909 thereafter through June 30, 2021.

Assistant Superintendent Dr. Rod Troutman explained the item will enable parents to register new students online, instead of the pen and paper system of the past.

The application will be ready for kindergarten registration in March 2019.
