South Whitehall Solicitor Joseph Zator provided comments to The Press on the township’s agreement with RCN.
The contract was approved by commissioners on Jan. 4, but RCN had not signed it as of March 1, so it is not yet in effect, Zator said.
He does not believe RCN has any problems with the document but is just slow in following through on its side of the matter.
Zator reported the township hired Phil Fraga, a specialist in cable contracts from Pittsburgh, to facilitate the agreement.
“He’s the attorney who handled this for South Whitehall,” Zator said. “We inquired [of Fraga] recently about the contract, and he’s waiting to hear from them.”
The RCN agreement includes discounts for senior citizens. As the contract is not yet in place, that provision has not shown up in customers’ bills.
Zator noted the senior discount will be based upon low income levels.
Cable subscribers will need to file an application with RCN to verify income, a level not yet determined, Zator said.
The appeal for senior discounts was brought forth at a public meeting in August 2015 to review the performance of RCN and to seek public comments.
Zator said the discount for seniors was included in the contract in response to the request from residents.
