Jeff Clapper has assumed the role of South Whitehall public works manager, replacing Bob Ibach who retired.
At the Sept. 21 commissioners’ meeting, township Manager Howard Kutzler introduced Clapper as a seasoned public works manager with 25 years experience in several municipalities.
“He is diving into the issues and starting to work on his budget,” Kutzler said.
Born in Montana, Clapper moved quite a bit due to his father’s positions as colonel and base commander in the Air Force.
The family lived in Japan and Alaska, as well as various locations in the states.
Clapper earned degrees in civil engineering and municipal government at North Carolina State University and New Mexico State University.
He served four years in the 82nd Airborne artillery unit at Fort Bragg, N.C.
Clapper was director of public works in Emmaus from 1995-13, held a temporary position as public works director in Camp Hill 2014-15, and managed public works in Pocono Township from 2015 to his arrival in South Whitehall.
He reported his wife, Vicki, was born and raised in Coplay, so he is familiar with the Lehigh Valley.
“It’s a nice area and I like it,” he said.
The Clappers reside in Whitehall Township.
Clapper offered comments on his new job.
“Everyone has been really great,” Clapper said. “I’m meeting all the department heads to get my bearings.
“I’ve got a lot to learn. I’m becoming familiar with resources and the Jordan Greenway.
“I look forward to working with all of you and all of the staff.”
