Payment approved for second pathway at Lindberg Park

Payment for another part of the Lindberg Park Master Plan has been made.

The Salisbury Township Board of Commissioners voted 5-0 to approve $124,961.45 to Charlie Nansteel Tree Service & Excavation LCC, Bangor, for the Lindberg Park Phase II secondary pathway.

Salisbury Township Manager Randy Soriano said at the July 14 meeting when the vote to approve the payment was made, “The work is progressing quite nicely. We hope to be finished by the end of July.

“There haven’t been any problems with the playground activities,” Soriano added.

At the meeting, Soriano noted a change order for the work because the township directly purchased the Flexi-Pave material for the pathway surface.

Township purchase of the material reduced the overall contract amount of $524,805 to Nansteel by $92,105.20. The change order for this was approved by commissioners at the April 28 township meeting.

The Flexi-Pave material, said to be made from recycled tires, aggregate and urethane binder, allows water to drain through its surface, thereby mitigating stormwater run-off.

With work on Phase II winding down, commissioners are moving forward with Phase III. At the April 28 township meeting, commissioners approved a bid of $17,500 by Alloy5 LLC Architecture to design a new pavilion in Lindberg to include an Americans With Disabilities compliant bathroom. The new pavilion is to be built next year. A storage facility will also be constructed.

Phase III includes a $242,000 grant to the township from the Pennsylvania Department of Conservation and Natural Resources.

The Lindberg Park Master Plan has 12 phases.

Phase I was construction of the approximate three-quarter-mile perimeter walking path.

Phase II includes the interior pathway.

Phase III pertains to the new pavilion, storage shed and baseball field improvements.

Other phases include improving swales, Lindberg Avenue traffic calming, playground improvements, improved parking lots, drop-off areas and signs and a tranquility garden.

The cost of Lindberg Park improvements is estimated at $3 million.

Work on the Lindberg Park Master Plan began in 2011, It is based on the township parks, recreation and open space plan.

Public hearings on the Lindberg Park Master Plan were held during 2012.

Urban Research and Development Corp., Bethlehem, is consultant for the Lindberg Park Master Plan and the Laubach and Franko Farm Park Master Plan.

In other business at the July 14 township meeting:

Commissioners voted 5-0 to accept the independent audit from the Pennsylvania Auditor General for the Liquid Fuels Tax Fund for Jan. 1 through Dec. 31, 2015.

Salisbury Township Chief of Police Allen W. Stiles accepted a $500 donation from Wendell Mukics, of Salisbury Township, for the township K-9 program. Mukics has made several previous donations to the program. In 2014, he was presented with a plaque for his donations from the township police department.

At the July 14 commissioners’ workshop, Soriano discussed township policies and departmental coordination.

“We are working on policies that address customer service,” Soriano reported to commissioners. “We’re calling it ‘The Callers’ Bill of Rights,’” Soriano added.

“This is not a reflection of the current [township] employees,” Soriano emphasized.

“I think you did a really good job,” Commissioner Debra Brinton said of Soriano’s presentation to the board.
