Township board to study land swap options
Upper Macungie supervisors were moving through the evening at a fairly good pace until they hit a snag, an item on the agenda labeled “property acquisition.”
The board is considering approaching Jaindl Land Company about a land swap of 59.07 acres along Twin Ponds and Schantz roads for 46.28 acres along Oldt Road and Nestle Way.
The township property appraised by Ray Geiger Appraisers is valued at $6.2 million.
The swap should be for property of equal value. The township property would need rezoning and there would be no access to Twin Ponds or Schantz roads for any use.
Several members in the audience were vociferous in their condemnation of this idea.
Some accused the board of collaboration with David Jaindl and allowing him to have his way in the township.
Several residents disagreed with the proposal and wanted the board to devise another solution and to have another appraisal done.
An environmental study of the Jaindl property was also suggested before any decision is made as an old quarry is on the property.
Chairman Jim Brunell said he is undecided on the matter but wants to study the options.
Solicitor Andrew Schantz will ask Jaindl to see what his feelings are on the matter.
The bid for the Novachip project was awarded to Asphalt Maintenance Solutions for $457,310.45.
The crack seal bid was awarded to Midland Asphalt Materials Inc. for a figure of $55,960. Bituminous seal coat bid was given to Asphalt Maintenance Solutions for $94,035.
The Novachip project and the bituminous seal coat bids were done in conjunction with Lower Macungie Township to keep costs down.
The utility improvements project at the Breinigsville Park will be done by Kempton Excavating for a bid price of $84,443.75.
The Oak View Drive/Blue Barn Road intersection improvements will be done by Semmel Excavating for a bid price of $119,957.
The fog seal coating contract was renewed for the second year of a three-year contract.
Asphalt Maintenance Solutions will do the work for a cost of $171,389.74. The bid was for 62,551 square yards at $2.74 per square yard. Pennsylvania Lawn and Landscaping will continue to mow grass for the township at the same price as last year.
Girl Scout Christin Hickey was praised for her accomplishments and will receive a citation from the township.
She has earned the Gold Award, equivalent to the Eagle Award for the Boy Scouts. She and another person were involved in raising money for dog toys at the dog park.
The Community Center building study will be done by Keystone Engineering.
Phase one will be initiated with money coming from the capital fund.
Improvements to the building are intended to be large enough to hold indoor hockey, soccer and basketball.
Police Chief Edgardo Colon told the board two new officers would be announced next month.
Total calls for service were 732 with 415 traffic citations issued.
Most reported crimes were thefts at 13, fraud at 9 and DUI offenses at 8.
The Motor Carrier Assistance Program performed 26 inspections with 66 violations discovered and 16 citations issued.
Two officers took part in an aggressive driving program along Route 222 at Route 100.
They issued 21 citations for speeding with the highest speed 72 mph in the 45 mph zone.
