Council reviews borough budget
At Coplay Borough Council’s regular meeting Nov. 10, Councilman Joseph Groller introduced the borough’s new budget.
“We adjusted the budget based on what we see happening next year, and we are able to get everything done with no tax increase,” he said.
In his budget highlights, Groller noted that it costs $137,960 to run the borough and another $35,000 to collect taxes. The borough spends $84,320 to keep its buildings maintained.
“We added almost $20,000 for boiler repairs in case something happens during the (winter) heating season,” added Groller.
Maintaining the streets has an expected cost of $291,800, and the recreation department spends $110,500.
“The biggest recreational expense this year is making upgrades to the electrical system at the pool. We have $28,000 in the budget for the electrical repairs,” said Groller.
The miscellaneous category was almost $600,000. The category includes costs for employee health insurance at $169,000 and repair work caused by the summer storm. The storm repair costs are estimated at $185,800. Most of the storm damage is covered by insurance and state grants.
The budget allows the borough to put $50,000 into its capital reserve account.
The police department costs $424,612 to operate, and that includes pay hikes scheduled for 2016.
The health department tags the borough for about $7,000.
Taxes collected by the borough are around $1.3 million.
The general fund has a balance of nearly $350,000 when anticipated insurance payments of $158,425 are included.
Total expenses are under income by $7,000.
The library projects tax collections of $72,750 for 2016.
“The number is a little higher than last year based on higher assessed values,” said Groller.
Emergency services, such as fire management, collect $106,260 in taxes and state grants.
Expenditures for 2016 are $104,825. The property tax of 0.380 mill brings in most of the revenue to keep emergency services solvent. The tax brings in $72,750.
Most of the money for street maintenance comes from the state as part of the distribution of gasoline taxes. Maintenance costs the borough $86,400.
Trash collection service costs $389,620. The sanitation department receives $394,725 in revenues from charges to residents.
Council appeared to be satisfied with the projected budget. Council approved Dec. 14 as the date for final approval.
In other action, council accepted the resignation of Councilman William Leiner Jr. Leiner was elected to the Whitehall-Coplay School Board. A school board member cannot hold another elected office while serving in that capacity.
The school board will reorganize in December.
