Redistricting may be needed for some schools

If full-day kindergarten is approved by the Parkland School Board for implementation in the 2016-17 school term, the administration will need to find classroom space for the new venture.

Presently, a kindergarten room accommodates about 22 children in the morning and a different group of 22 in the afternoon session.

Twice as many kindergarten rooms will be needed, if the district changes from half day to full day.

In a feasibility study report at the Oct. 27 meeting, Rob Pillar of Stantec, an architecture and engineering firm, suggested moving three Carbon Lehigh Intermediate Unit 21 classrooms from Parkway Manor Elementary and one from Kratzer Elementary to the Kernsville Elementary, which has a surplus of space.

Boundaries for each school’s territory may be altered as part of a redistricting move to free up space where needed.

Conditions are tight at Fogelsville, Jaindl and Cetronia elementary schools.

If the board approves full-day kindergarten at the Nov. 17 meeting, Assistant Superintendent Rod Troutman said he will be spending Thanksgiving vacation working on redistricting.

“We have to push everything north,” Troutman said. “Some new developments in the south have 700 homes.

“People like what’s going on, and they want to live there.”

He noted the area is popular not only with people moving to Pennsylvania from New York and New Jersey but also with those who grew up in Parkland and want to have a nice place to live in the district.

Troutman said several factors must be taken into consideration in planning redistricting.

Keeping neighborhoods together at the same building and keeping the length of the bus ride acceptable are important.

Parkland usually allows a child the option of remaining in the same school, if he or she is beginning the final year there.

Superintendent Richard Sniscak commented on the challenge of redistricting where the growth is heaviest.

“The area around Jaindl is the most densely populated,” Sniscak said. “That makes it hard to section out a piece for redistricting.”

Business Manager John Vignone estimates the cost of redistricting at $1.4 million.

If redistricting takes place, the district will need two portable classrooms at Fogelsville Elementary and one at Jaindl Elementary for the adjustment to full-day kindergarten.

Without redistricting, two portables would be needed at Cetronia Elementary, five at Fogelsville Elementary and two at Jaindl Elementary.

Troutman said decisions must be made soon as the preliminary budget for 2016-17 must be available for public inspection by Jan. 5, 2016.
