Responding to the Montclair Avenue Aharts Market for a medical emergency, police allegedly found Eqdualo Perez-Cinton insensate on narcotics.

Perez-Cinton, 37, of East Ninth Street, was unresponsive and had a hypodermic needle in his possession.

He is charged with possession of paraphernalia and public drunkenness.
