Quedir Carter, 28, is presented his badge as a Whitehall Township police officer from Mayor Edward D. Hozza Jr. Joining them is police Chief Linda Kulp. Carter, a Lehigh University graduate with both a bachelor's and master's degree, placed first in his class at Allentown Police Academy.
