East Penn School District

In its annual reorganizational meeting Dec. 2, the East Penn School Board re-elected Alan Earnshaw as president and elected Dr. Kevin Bacher as vice president of the board of directors.

Earnshaw has served on the board since 2001, and this is his second consecutive year as president. He acted in the same position prior to this between 2008 and 2010. Earnshaw has also served as chair of the policy and superintendent evaluation committees and on the joint operating committee of Lehigh Career & Technical Institute since 2007. He has been a member of the marketing/public relations committee since 2013.

Bacher is in his third year on the board. He served on the tax increment financing committee and other negotiation committees. Currently he serves on the counseling/ guidance advisory council. Bacher is an engineering manager for a company that designs and manufactures components for fiber optic communications. He lives in Lower Macungie Township with his wife and daughter, who is a junior at Emmaus High School.

The meeting was brief. The initial vote for Earnshaw came from Director Wally Vinovskis, who had moments before been proposed for the position himself. Vinovskis indicated he would decline should it come to vote, and the motion dropped.

Lynn Donches and Charles Ballard, who had submitted and seconded, respectively, the vote for Vinovskis, offered nay to the vote for Earnshaw.

Samuel Rhodes offered the vote for Bacher as vice president and it was supported unanimously.

Bacher will replace Charles Ballard who served in the role for a year.
