Tax appeals policy discussed by board

A new tax appeals policy may bring fairness to the reassessment process in the Catasauqua Area School District.

The Catasauqua Area School Board briefly discussed the tax assessment appeals policy at a July meeting.

Such a policy would help the district handle businesses in the Catasauqua, North Catasauqua and Hanover Township municipalities within the school district that challenge tax assessments.

Recently, tax reassessments of businesses have resulted in an income loss to the district.

David Knerr, board solicitor, said a number of cities in the region, such as Allentown and Easton, have such a policy on the books.

He said the policy only becomes an issue if a property is under-assessed.

Knerr stressed the necessity of a policy.

"It's really the only fair way," he said. "We're the people in there to protect the taxpayers."

A sizable portion of the district's income is generated from commercial and industrial properties in the Catasauqua area.

The board will vote on the policy at a future meeting.

In other business, board member Donald Panto recommended the board begin holding committee and workshop meetings on a monthly basis. Committee and workshop meetings were discontinued two years ago.

"I think there's a degree of depth we can go into in committees I feel we haven't gone into," he said.

Berrigan also suggested the board hold one 30-minute executive session per month.

The board may discuss possible changes to the meeting structure at an August meeting.

The board also unanimously approved the appointment of David Morgan as a math and English teacher at Catasauqua High School, Kimberly Labezius and Jaclyn Nielson as special education teachers at Sheckler Elementary School and Shannon Van Spanje as a full-time guidance counselor at Catasauqua Middle School.
