Robert Nappa doesn't oppose the FedEx transportation hub because he lives near the proposed warehouse, but rather because of the "traffic nightmare" it will create.
Nappa, of East Bullshead Road, Allen Township, addressed township supervisors at a meeting July 10.
The Allen Township Board of Supervisors granted FedEx Ground and The Rockefeller Group an extension until Aug. 15 on their proposed $335 million, 800,000 square feet mega transportation hub. It is likely the supervisors will not get to vote on the massive project until late August or even in September.
Several people oppose the FedEx project which would eventually increase to 11 million square feet off Willowbrook Road. The township planning commission, after a series of hearings, recommended the supervisors approve the plan due in part to the fact that the land is zoned industrial.
However that did not stop Nappa from addressing the board, saying he represented neighbors and his own family in opposition to the project. Nappa, referring to an independent study conducted by Gilbert & Associates, said the firm's expertise revealed the preliminary traffic study made by Pidcock Engineering Co., Allentown, for the planning commission, was flawed, replete with omissions and errors. The Gilmore review was directed by neighboring Hanover Township, Lehigh County.
Nappa based his argument on the Gilmore study on the estimated truck trips were not calculated accurately and the traffic which would be generated in the future on congested Route 22.
The planning commission findings should be tossed aside, Nappa said, and the supervisors should look into a new traffic study regarding Willowbrook and Airport roads.
Approving the planning commission's recommendations, Nappa said, violates the township's zoning ordinance. If they approve the FedEx plan, they could wind up in court, he said.
The board thanked Nappa for his presentation, but made no comments on his findings.
Pete Deshler was the only other speaker. Deshler also said the proposal would impact residents' quality of life through pollution from diesel engine driven trucks and noise.
