Council looks into options to avoid garbage cans left out

As Bath Borough Council officials begin to think about the upcoming 2016 sanitation contract, the May 5 council meeting explored current concerns over garbage cans left out on the curb throughout the day.

In particular, council members were concerned about garbage containers that have been placed on the curb side a day before pick up time.

In some areas where homes are close in proximity, garbage cans left out a day in advance can make parking sparse. Moreover, garbage cans left without a lid by the door of the home or thrown in the front yard creates an unsanitary environment.

One of the prospective solutions was to change the time in the ordinance that specifies when the garbage can be placed outside for pick up. The time change may make it easier for borough residents to bring in their empty garbage cans after the sanitation trucks have picked up the garbage.

Another approach was to send notices to habitual offenders with a door knob warning. A mailed letter would follow if a resident continues to leave visible empty garbage containers in front of their house.

The final approach ends with a citation to correct the issue.

The question was brought up as to whether the owner or renter should receive the citation. It was determined the property owner most likely would receive the citation.

Another measure was to designate a Dumpster location where the commingled garbage can be disposed. This approach requires borough residents to drive or walk depending on the distance to the Dumpsters' site to drop off their garbage

It was addressed that while a Dumpster location may be environmentally proactive, there is the possibility of rats being attracted to the site.

It is hoped the idea will eliminate visible empty garbage cans left on the streets' curb side by residents after the garbage has been picked up by the sanitation trucks.

However, during the conversation, officials discussed various concerns that involved residents' schedules, work and the possible hardship to and from the Dumpsters' drop site. Seniors may need assistance to dispose of their garbage. Also there is a possible financial burden that a weekly trip may cost to a low and fixed income family.

While the current ordinance has no enforcement procedures, borough council members approved to continue to explore the measure. The council's main aim is to create an aesthetically pleasing environment in Bath.

In future meetings the Borough council anticipates to explore the sanitation contract rate.
