Police arrested a man passed out at the East Third Street Rite Aid drug store around 4 p.m. May 8.

Police were called to the scene of a reported 3-year-old child running about a parking lot unnatended, and discovered 33-year-old Richard Kohler asleep nearby.

Police allege Kohler, of Riverview Drive in Walnutport, had snorted heroin, and had drugs and paraphernalia on him when then arrived.

Kohler is charged with possession of a controlled substance, public drunkenness and child endangerment, and was remanded to Coplay police on several felony arrest warrants.
