Spotting a man allegedly smoking a marijuana cigar, police approached James Jordan-Waiters in the 600 block of Ontario Street around 1:25 p.m. March 21.

Police said Jordan-Waiters, 27, of North Boyer Street in Allentown, was holding a 1-year-old boy and ran off on foot. He was not pursued.

Police said there was a 5-year-old girl left at the scene.

Officers took the girl to headquarters and took Jordan-Waiters into custody a short time later without incident.

The children were unharmed and taken into their mother's custody.

Jordan-Waiters is charged with possession of a small amount of marijuana and paraphernalia, disorderly conduct and endangering the welfare of children.
