Hanover Township to revise ordinance
Hanover Township residents may use parking lots around township parks during a snow emergency.
Hanover Township Council made the revision to its snow emergency procedures at its March 5 meeting.
The purpose of the change is to remove cars from the streets so plows can get through.
"We also gave the township manager more latitude in dealing with violations," Chairman Bruce Paulus said.
Changes to the ordinance will be voted on at the supervisors next meeting.
In other business, Solicitor Jackson Eaton asked council to delay proposed changes to the township charter until the fall election.
Council approved changes earlier in the year ensuring the township charter was in sync with state laws.
Hanover adopted a Home Rule Charter decades ago. Changes to the charter require approval by a voter referendum.
"The May primary is for members of a specific party," Eaton said. "We would need to have a special election so that all voters could vote on the changes. So far the elections board is saying the cost for a special election is over $1,000."
According to Eaton, the changes are not critical and can be deferred to the fall election.
"The provisions of the state law would supersede, where there is a conflict," he said.
Council agreed to postpone the referendum changes and will continue to review the charter making additional changes where necessary.
Also during the meeting, council remains concerned about the impact of the proposed FedEx hub in Allen Township.
Council asked township Engineer Fredrick Hay to prepare a traffic study of Route 22 to provide the township and surrounding municipalities and the Lehigh Valley International Airport Authority to convene a meeting to discuss the impact of the hub and increased traffic.
Township Manager Sandra Pudliner indicated she has not received the letter. Paulus said he would like to have the Route 22 study completed so he could present the information to others at the proposed meeting.
Pudliner reported township code enforcement officials cited and fined certain business owners in the Valley View Plaza.
"They [business staff] leave the lids off Dumpsters and it causes a mess," she said. "We've asked them many times to get the problem under control. The situation has been ongoing for years. It's a problem that residents complain about."
Councilman Bob Heimbecker also reported the township is working with state police to confirm an appreciation day.
"May 2 is the founding of the state police," he said.
There are some concerns that need to be worked out before the actual date is confirmed, but the intent is to hold the affair at Canal Park in May.
