Police arrested Timmy Hartwell, 21, after finding him intoxicated in his car around 3:20 a.m. Oct. 30.

According to police, Hartwell's car was observed sitting in the oncoming lane on Eighth Avenue, running in neutral, while he slept in the driver's seat.

Hartwell is charged with DUI.
