Paving begins soon at Hills of Greenock

Hanover Engineer Phil Malitsch was first on the Lehigh Township Board of Supervisor agenda at the Sept. 10 meeting.

Hanson Aggregates was awarded the bid for paving Phase III at the Hills of Greenock. The township expects to be able to take over the roads before winter weather so it can plow. The paving cost is $109,568.

Roads above that area where there is no construction will be blocked off as soon as the paving is finished. Hanover's estimate for the paving was $150,000. The cost will be paid from the bond provided by the original developer.

In other business, the municipal well is awaiting final approval from the Department of Environmental Protection. A second water test had to be done after shocking the water to treat it for high coliform counts. If it passes a test no further treatment will be necessary.

Malitsch suggested getting an architect to do the layout for the municipal building. He recommended LVW Design. He said a preliminary set of sketches would be valuable.

Supervisor Darryl Snover said no discussion should take place until there is a full board present. Dell Grove and Keith Hantz were both absent.

Supervisor Sandy Hopkins said a 31,000-square-foot building is more than costs allow. Hopkins said it should be built so it can be expanded.

Willow Road repairs were made to the gabion section by Penn Quaker at a cost of $8,450. It made the original repair to gabions (wire cages filled with rocks) that had washed out. That repair was paid for by FEMA funds. The new structure was added because the creek bed had washed out under the gabions.

A transportation plan is required within three years. Malitsch said the traffic impact advisory committee should be reconvened.

Alice Rehrig, township manager, said the planning commission members also serve as members of the traffic committee and changes have occurred to the committee structure.

Snover said if the committee is reconvened they can determine how many new members are needed.

Frank Zamadics and Malitsch went out with the road crew to the Creek Road drainage area. The crew learned about the use of MS4 (small municipal stormwater sewer systems) forms which they will be filling.

Malitsch recommends some riprap stone which will help slow water and settle out some of the gravel that is washing. He also thinks some paving by the neighbor where the gravel washed from the driveway would be of assistance.

David Backenstoe, solicitor, said there are times when the township is unable to resolve a particular problem or issue.

The shoulder has to be stabilized because it might affect the road.

Snover said he feels the township might be getting involved in a civil, legal matter. He added the shoulder should be paved if such paving will help.

Supervisor Cindy Miller said pictures are being taken for the new township website. Fifty percent of the cost of set up is paid for by a grant. She has completed a 62-page application for a gaming grant.
