Police arrested Otelia Duffy, 42, of the 400 block of Broadway around 12:45 a.m. July 23.

According to police, Duffy was found and apprehended on an unspecified open warrant, but officers found two crack pipes on her.

Duffy is charged with possession of paraphernalia.
