Following a reported theft of services at West Lehigh Street's The Wooden Match, police arrested 36-year-old Keith Wilkinson of Taylor Street around 4:50 p.m. July 13.
According to police, Wilkonson ordered and drank several ascoholic beverages knowing he had no money to pay.
Police allege he has a history of "dine-and-dash" arrests.
Wilkinson is charged with theft of services and public drunkeness.
Wilkinson was arrested again two days later on a charge of public drunkeness when officers found him asleep on an East Fourth Street sidewalk.
