EMMAUS BOROUGH COUNCIL Council approves name change for Legion Field

As suggested by the Emmaus Youth Association, council approved changing the name of Legion Field to Emmaus Community Field and naming the bull pens, Larry P. Bisbing Bull Pens at the June 19 Emmaus Borough Council. Opposing the name Emmaus Community Field name was Councilperson Dr. Michael Waddell who preferred Emmaus Community Stadium. The baseball field will be dedicated prior to the Old Timers' Game 4:30 p.m. July 20.

Council approved a request by Waddell to table the subject of advertising signs on athletic field fences until the next meeting. Councilmember Wesley Barrett opposed the request.

Vice Chairman Brian Holtzhafer announced a letter was received stating Emmaus Borough has been awarded the Emmaus General Authority 2013 Capital Grant amounting to $76,100. The grant specifies the money is to be used for the Ambulance Corps garage doors, the police HVAC system, the fire department electric lights replacement, the community park refreshment stand equipment, the Borough Hall building, replacement of pedestrian signals and for Borough Hall computer software.

Borough Manager Shane Pepe said he has been looking into upgrading the computer server and hardware for the last couple of months and he found the Cloud service was offered at a fair price. Council approved the upgrade.

To reduce utility costs, Pepe has been shopping around for lower prices for electricity and discovered considerable savings if the borough changes their carrier. He is also looking into cutting gas costs. Council approved authorizing Pepe to lock in at the best rate for electricity.

Ninety-one children have signed up for the summer program and Councilperson Wesley Barrett said the cap was set at 90 but it was a brother and sister so they were accepted.

Council approved hiring Colin Farrell and Alyssa Folkes; at least one more person is needed to work.

Councilperson Wesley Barrett received a request for an extension of age on family pool passes. Council approved extending the age on family pool passes from 18 to 23, in case a family member is in the service but still living at home. The person's name must be listed on the records when applying and they must be living at home.

Council approved plaques for donors and partners of the field project.

Council also approved allowing the installation of a permanent four-foot chain link fence between the football field and the railroad tracks.

Bruce Carl, of Fourth Street, presented a check for $1,000 to the fire chief of Emmaus Fire Co. No. 2. The money was raised at the carnival this year. Carl thanked everyone for the sponsorship, the assistance received and those who supported the event.

Vickie Gruver, of Chestnut Street, advised council they have 34 organizations and 17 vendors for Community Day at Emmaus Community Park noon to 6 p.m. July 20 including Smokey Bear. No borough funds have been used, Gruver said.

Teri McMahonon, representing the Emmaus Arts Commission, thanked council for their support and said the commission will be sponsoring programs, events and lectures throughout the year. The "Chalk the Walk" event will be held July 14 and all information is on their website emmausarts. org.

Councilpersons Waddell and Nathan Brown presented Memory Garden bricks to two Volunteers of the Year. They are catching up on previous years, said Waddell. A third unnamed recipient who could not attend the meeting will receive their brick at a future date. Gene Clock and Teri Madison received a brick for their volunteer work in 2009. Bob Boehmer received a brick for his volunteer work in 2012. "He has captured the quality of life in the community. The center for the arts was his idea, his vision, his foresight," Waddell said.

A letter from Synda Scheirer, of R. Furry Friends Doggie Daycare requesting two parking spaces for dropping off only, was referred to the Public Safety Commission.

Council appointed Paul Rice and Kent Fitzgerald as volunteer firefighters, contingent upon a successful background check, physical and completion of Firefighter One training.

Council approved hiring Andrew Wilson as a part-time EMT with the Ambulance Corps at $12.54 per hour, contingent upon a successful background check.

Council approved Rowan Hobson as junior councilman for another school term.

Council accepted and approved the resignation of Jeff Clapper.

Council approved appointing John Dychala as Public Works Director with a salary of $75,000 per year.

Council approved three policies– the clerical light duty policy, the public works light duty policy and the non-union light duty policy.
