Cold Springs Bridge, known by Cementon residents as the Second Street Bridge, is next on the list for demolition and replacement.

The Whitehall commissioners were given a presentation during the May 14 meeting of the status of the 83-year-old registered historic arch bridge. David A. Frey, Director of Transportation Engineering for Baker Corporation, Harrisburg, was commissioned by PennDOT for the Cold Springs Bridge engineering work. The bridge was opened for traffic in 1930.

Before a decision could be made to replace the span – a registered historic arch bridge – documentation had to be provided as to why the bridge could not be rehabilitated.

Bids for the new bridge will be released by the end of this year. Frey said the project should begin in the spring of 2014. The new span should be opened to traffic 18 months later, in the fall of 2015.

No blasting will take place to bring down the bridge. Frey ruled out the use of dynamite, saying conventional means will be used for demolition.

The Second Street Bridge is located near Spring Mill Road. The new bridge mentioned by Frey "will be free standing, free stress."

The lanes of the new bridge will be 11 feet with wider shoulders. Penn-DOT will have sidewalks installed as part of the project.

"I'm very familiar with that bridge, very familiar," said Commissioners President Linda Snyder, whose home is only a few blocks away. Snyder said she favors including sidewalks as part of the project.

Hozza will confer with PennDOT on various issues, including speeding, septic systems and right-of-way matters.
