MACUNGIE BOROUGH COUNCIL No quorum, no meeting

Macungie Borough Council members assembled long enough May 20 to announce council could not meet quorum, and therefore all business would be postponed until the June 3 meeting.

The big ticket item of the night was a general obligation note scheduled as Ordinance 2013-01. Just after president Chris Becker dropped the gavel canceling the meeting, borough solicitor Patrick Armstrong stated briefly the council's intent to consider the issuance of the General Obligation Note for the purposes of capital project financinga bond that rings in at $1 million to repair certain borough streets, among other things.

Armstrong said the item would most likely appear on the next meeting's agenda in two weeks.

At their last meeting, council announced bids had been sent out with a return due date of May 15 with action scheduled to be taken for Monday's meeting. Council received two responses, from Quakertown National Bank and Lafayette Ambassador Bank.

Administrative Assistant Cindy Hartzell said the bond council recommended QNB for Option 2. This would bring the borough under a 15-year loan with 2.75 percent interest for the first 10 years. The last five years of the loan are called "floating," which means the interest rate would be set at 67 percent of the current (fluctuating) Wall Street Journal prime rate. Hartzell said this means the rate would vary.

Prior to the council meeting that wasn't, those members who did attend (Becker, Lynn Walker and Jean Nagle) were present for a workshop wherein some information about the bond financing was discussed, such as how the millage rate in Macungie might be affected by the ordinance. No action can be taken without quorum, though, and the millage rate will not be determined until budget season.

The borough's newly appointed engineers, Barry Isett & Associates, were present for council to adopt their 2013 fee schedule and for the status of existing engineering projects. Becker asked them to return at the next meeting as well.

Other unresolved business included word from the solicitor on the GPS policy that has rankled in the borough for some time; new developments on the emergency management plan; the appointment of a sewage enforcement officer by Resolution 2013-10; the adoption of a health reimbursement plan agreement; and the appointment of the Lehigh County Authority Wastewater Advisory Committee voting delegate. All of this will be tabled until the next meeting.
