Robert Pilligian, land surveyor, believes extending another 85-95 feet of sewer main to the Blue Fox property, located at 5834 Coplay Road, is unnecessary.

Pilligian, on behalf of Wilbur Hill, asked the Coplay Whitehall Sewer Authority to grant an exemption to the water and sewer line requirement ordinance at the authority's March 20 meeting.

"This area is somewhat unique," Pilligian said of the property.

According to Whitehall Township, Pilligian said, the property on Coplay Road is considered a separate parcel; however, pursuant to a current tax map, the property is deemed a separate land entity.

Pilligian argued the property located across from Blue Fox has already been developed, therefore, extending a water and sewer line to the end is not frugal.

"It would serve no purpose and it would benefit no one," he said.

CWSA General Manager David Harleman advised the board to extend the line to the end of the property in accordance with the codified rules.

"The sewer main would be better for us because we would have access to manhole," Harleman told the board.

CWSA board member James A. Hahn expressed reservation about the requested exemption.

"The problem I have with this lateral is we're having the same problem with Ruch Street when we have to flush it out," he said.

The board unanimously voted, 7-0, to install a manhole and insert a sewer mainline to the end of the property.

In other business, board member James F. Carpenter told the board a recent title search shows four out of five pieces of land initially handed down to Whitehall Township and Coplay by Lehigh County were sold between 1974 and 1980.

"We're down four pieces of land, which is all right ... we're now land poor," he said.

The remaining tract of land is located across from the Fairview House.
