The Whitehall Township Board of Commissioners at Monday's workshop agreed to add a three-block stretch of Pennsylvania Street in Fullerton to its 2013 paving projects.

The decision occurred after township surveyor Carl Lagler explained to the board that residents whose homes abut the street favor the project. The board will vote on Lagler's recommendation at Monday's meeting.

Lagler said the proposed addition to the township's paving projects for the year is the result of another $60,000 being doled out to the township from the federal CDBG (Community Development Block Grant) program administered by Lehigh County.

Lagler said the additional funding comes on top of the approximately $200,000 in CDBG grants projected to go to the township in 2013. Projects include handicap curb construction.

"This is going to be sped up from the three year notice?" board Vice President Philip Ginder asked.

Replying, Lagler said that was the case, mentioning he discussed the proposed paving with residents in the area and no one was against it.

The township policy is to give property owners three years advance notice that the street in front of their homes will be paved or where curbs and sidewalks may have to be constructed, unless the notice is waived.

Lagler is recommending a waiver for Pennsylvania Street to install sidewalks on the north side of the road, from Virginia Avenue to Fifth Street.

In a power point presentation, Lee Rackus, township director of zoning, planning and development, displayed photos of the topography, showing steep banks and other impediments. Four properties on the north side are missing sidewalks. Although the south side of the road is flat and one and a half properties are without walks, the owners agreed to the construction.

Traffic is minimal along Pennsylvania Street, the board was told.

Lagler conceded the project may cost more than $60,000, but monies remaining from a previous project would be tapped to help fund it.
