Whitehall Township Surveyor Carl Lagler said he believes curbs and sidewalks are not needed in the township.

Lagler's comments were made at this month's commissioners workshop meeting during a discussion involving whether to waive curb and sidewalk installation requirements for a section of Fourth Street.

The board listened to Lagler's report recommending the township requirement be waived for Fourth Street from Calvert Street to the dead end. The street is included in the township's 2013 street paving program.

There was no opposition from the seven-member board of commissioners. The commissioners, headed by President Linda Snyder, were expected to vote on the request this month.

Lagler said in addition to no storm water runoff, there is very little traffic on the stretch of Fourth Street.

"The traffic count is very minimal," Lagler reported.

Backing Lagler's study of the road in question, Commissioner Vice President Philip Ginder remarked, "I've got to believe you, you re on top of things."

"I don't believe curb is essential to protect the edge of the road," said Lagler in his presentation to the commissioners.

"We have to be reasonable," he added. He said for some people putting in curbing and sidewalks when road improvements are planned presents a hardship.

"The final decision is up to the board," Lagler said.
